Individuals living on less than half of national median income; child poverty a bigger concern among the states surveyed.

Access to education

PISA scores (see Education K-12), equal opportunity, and achievement of lower socioeconomic class.

Labor market inclusion

Employment rates; Discrimination concerning age, gender, ethnic origin

Social cohesion and non-discrimination.

Income distribution; discrimination and social exlusion; migrant integration.

Health

Healthy living conditions regardless of socieconomic context; inclusion and dquality of health services provided

Intergererational justice

The balance of social burdens among age groups as well as security for future generations; family and pension policies, environmental policies, fiscal policies.
